You overcap like a mofo, the spec is broken and needs a rework. Which, with enough crit and haste, hardly happens on AOE. Spam that and pillar and winter on CD. No matter how much skill you have, you cannot do anything to give 2h more KM procs due to DW just having more.
If you get more stats for 2h to try to compensate, those stats will just be better for DW. So if you like that class fantasy that you described which i really dont know where this class fantasy came from because it never really existed, then its not going to be there in SL unless some major things happen in the beta.
If there is I would be surprised since it went through alpha, which is the build phase of testing, with absolutely nothing done aside from some runeforges, frostwyrms fury being baseline, and hypothermic presence I think its called.

DW was either just still better than it, or eventually pulled ahead because it scaled better. Also, the issue is the amount of autos and by extension autos that crit which is just clearly in favor of DW.
DW on the other hand attacks every 1. Pretty big right? Now apply crit to that and those auto crits then have a chance to proc that scales every time a crit fails to proc. Its almost like the spec was designed with DW in mind, why wouldnt someone DW when its just so blatantly obvious that no matter what stat levels of crit and haste you get for 2h, those stats are going to be better on DW, not to mention that you can sacrifice some of those stats and put it in something like mastery or versatility and just benefit even more for DW.
On alpha 2h got 22 procs over 12 minutes, while DW got Permafrost is based off of auto attack damage, but the amount of auto attacks greatly impacts that damage absorb throughout a fight. Even Murderous Efficiency to an extent is based off of the sheer amount of auto attacks.

KM is just more valuable now due to the bypass of armor for Obliterate and it scaling with mastery, and razorice stacks. Since 2h weapons would have to be added to the loot table for frost, that just lowers the chance of getting 1h weapons with how RNG some of the loot is.
