In terms of the depth of villain motive and tonal shifts, Symphonia has always been one of the most-praised Tales games. For your stated interests I would say that Symphonia fits the bill well and the connection of continuity including the lineage of a party character in both games and several presentation themes to Phantasia is probably a big plus. Sadly they messed things up a bit as Symphonia has a spinoff game that does a great job at connecting the differences in the world between Symphonia and Phantasia, but is remarkably lackluster in all other departments and is not available on Steam.
The Steam port of Symphonia itself isn't exactly stellar either. Vesperia is my favourite Tales game, and generally one of the big three named by most of its veterans alongside Symphonia and Abyss. Its story does come together; it takes a while to present you with villains along the way, and while it has the most unique take on a "main villain" of any of the games I've played it is occasionally criticised for being weak in that department.
The combat has aged way better than Symphonia's lack of free run though, and the Steam port is a bit better than Symphonia's. As a minor note one of its cameo enemies is from Phantasia and another is from Symphonia.
If you have intentions of playing both in the long run, I would suggest playing Symphonia first and Vesperia second. Partly to appreciate how the series grew, partly to understand cameo enemies better, and partly because going from Vesperia to Symphonia would subject you to various regressions both elements Symphonia never had and things that were done worse during porting. If you only ever plan to play one of them, I'd boil it down to a simple choice. If you prioritise story, go with Symphonia.
If you prioritise gameplay, go with Vesperia. The Steam port of Tales of Symphonia gets my seal of approval. Heh, the final shipping build is a carbon copy of everything I fixed in my mod for the game at launch. I don't know whether to be flattered by that or what, very few developers have paid attention when I told them what was broken and how to fix it They fixed it though, so that makes me happy even if they did just copy every single thing I did.
Those are not really necessary, and thus, the game as it exists officially works as well as I could ask for. I still wouldn't say it's a stellar port after its fixes completed though, not least because it failed to retain the visual style where are the character borders?
It's a port of a port, which is the same as Vesperia but the latter is newer and managed to preserve more. Comparisons elsewhere are kind of tit-for-tat. For instance, both needed fresh localisation for content previously only available in Japan since both titles originally sold their soul to release on a Sony console.

I have played abyss, symphonia, zestiria and berseria, and i feel that the story of this game is kind of boring and not interesting. Its just me? I am not crapping on the game, i find it really fun and with awesome mechanics, good art and animations and voice actors etc, but the story its just meh. I mean, i dont see any character development on anyone, yuri is the exact same person from beggining to end and also all the team is like that.
The vigilante part was interesting but it was like it doesnt matter after a while, nobody cares about it and move on. And out of nowhere, a monster that will destroy the world or whatever.
Between all of the games i find zestiria and now vesperia to have the most boring stories, while abyss and berseria are really cool with characters behaving differently after some time with a narrative that has a focus from beggining to end.
Vesperia is like yuri traveling and doing different things everywhere with different people and out of nowhere a traitor, then out of nowhere a legend of some monster etc.

But I love the characters and also all the contents it has. Zestiria have the potential to be an interesting story but it was weakly presented, at least the lore is interesting in my opinion. There's plenty of character development in Vesperia.
There were some terrible moments that could have been made better like how Sodia stabs Yuri, or how Estelle was abducted , but it's a better experience overall compared to Berseria.
