You can be mostly competitive without enchants; the ones who pay a lot of attention to enchants are people who are "twinking", purposely avoiding advancing to maximum level to feel powerful in lower level battlegrounds.
Edit: you only have to buy this gear once; it increases in power with your character level. Once you get to , you'll get into battlegrounds where Blizzard was actually paying attention, and you can survive on drops until you reach max level.
At max level, there's a "Conquest" system which provides weekly gear that will make you competitive in battlegrounds; hopefully it will continue to do so. PVP gets much more fun at if you're on the right server faction.
The reason is that world PVP gets interesting then, and world PVP when it's fun is way more fun than prearranged fights like arenas and battlegrounds.
Edit: 4. You can also buy a boost if you want to get to max level faster. It is not possible. World of Warcraft is very PvE orientated.
On release of the original game. PvP arenas and bg came much later. You must play the game, even at low levels all the best possible gear to use in PvP come from specific quests, rare Bind on equip items you can buy on ah, or from dungeons in your level bracket.
Unfortunately the leveling has been sped up. So by the time you'd even do a dungeon run and get gear to do well in your current bracket. By the time you got all the pieces you'd be in a new bracket. Being less powerful ect ect. If you want to PvP you'll have to reach max level to get the most enjoyment. Or Google how to twink your character, and turn your XP off. Otherwise you won't enjoy a thing and will be unsubscribed next week.
